MMEL Updates

The FAA requires operators update their MMEL and O&M procedures within 90 calendar days of the MMEL revision.

UPDATE OPTIONS FOR EXISTING JET RVSM CUSTOMERS WITH AN MMEL LOA (D095)

DO YOU HAVE A SERIAL-NUMBER SPECIFIC MEL? (LOA D195)  
Operators with an LOA D195 must work with Jet RVSM to prepare a revision for submission to the FAA for review and approval. This is a much longer process, as the MEL has to be reviewed by operations and maintenance inspectors before it can be used for maintenance deferral.  The current revision of your MEL can be used while the FAA is reviewing the revised MEL.

  • D195 LOA MEL Update Process: The MEL must be revised to incorporate the latest MMEL revisions and the manufacturer’s recommended procedures from the manufacturer's M&O Manual (sometimes referred to as an MEL Guide).  The revision must be submitted to the same FAA office that issued your LOAs. The front line manager will assign an airworthiness/maintenance inspector and an operations inspector to review your revised MEL manual. These inspectors will either accept the revision as-is or request changes to the procedures. Inspectors often have their own requirements, and a bit of back-and-forth should be expected. After the revised MEL is approved by the FAA, the operator can use the revised MEL in their operations to defer maintenance of inoperative equipment. The FAA targets 90 days for review of an MEL revision. Revision 2 of the MEL can be used in the meantime during FAA review of Revision 3.

DIY: Instructions to Update MMEL Documentation
(DO95 LOAs)

 

If you would like to update your own manual at no charge, you must accomplish the following within 90 days:

  1. Download current MMEL from the FAA DRS Website ;

  2. Download the current Policy Letter PL-25 and PL-36 from the MMEL category on the FAA’s Dynamic Regulatory System (DRS) website; and

  3. Download the procedures manual from aircraft manufacturer and incorporate the manufacturer’s recommended procedures into your O&M procedures document. Depending on the OEM, this document could be referred to as Maintenance Operational Placarding Procedures (MOPP), Dispatch Deviation Guide (DDG), MEL Procedures Manual (MPM), etc. Update all 14 CFR references from the MMEL Remarks or Exceptions column. Each O, M and 14 CFR reference in the Remarks or Exceptions column of the MMEL must have a corresponding O, M or 14 CFR in the procedures document. OEM procedures documents do not normally include 14 CFR references. It is the operator's responsibility to comply with this FAA requirement.

    • Alternatively, you can use the OEM M&O manual as-is and develop a separate list of all MMEL items containing the statement “as required by 14 CFR” based on the items from the MMEL with this statement in the Remarks/Exceptions column. The document must: (1) list the specific 14 CFR part and section (e.g., 14 CFR part 91, § 91.209) (you must ensure the applicable 14 CFR section is accessible on board the aircraft), or (2) specify the requirements and/or limitations to conduct the flight in accordance with the appropriate 14 CFR regulations. MMEL PL-25 contains a list of regulatory references according to the ATA chapter number.

  4. Add the following to the title page of the procedures document (per AC91-67A):

    • Operator name

    • Aircraft make, model

    • Aircraft serial number

    • Aircraft registration number

    • MMEL revision date and number

    • Statement: "This MEL procedures document is applicable to 14 CFR 91 operations only and may not be used for operations conducted under parts 91K, 121, 125, 129, or 135."

  5. Print out the documents, remove the old sections from your manual and insert the new documents in their place.  Discard the pages pulled from the manual (you do not need to archive them).

 

If you prefer, you can maintain .pdf copies saved on an iPad or other such electronic device. Part 91 operators can maintain electronic copies of their MMEL documents and LOAs without prior FAA authorization.
